Tummala Presses Centre to Relax Cotton Procurement Rules in Telangana

Telangana Agriculture Minister Tummala Nageswara Rao has asked senior officials in the Ministry of Textiles to reconsider recent changes in cotton procurement that are straining farmers across the state. He emphasised to the Union Textile Ministry and the Cotton Corporation of India (CCI) that the newly imposed procurement limits are out of sync with real conditions on the ground.

Tummala pointed out that district-level data shows the average cotton yield in Telangana is approximately 11.74 quintals per acre, yet CCI recently lowered the eligible procurement cap to just 7 quintals per acre. He warned that this restriction could put farmers in a difficult position, especially given the losses caused by recent heavy rainfall. 

Another major issue Tummala raised is the moisture content rule. He has requested a more flexible ceiling allowing up to 20% moisture content for cotton procured under MSP (Minimum Support Price) norms rather than enforcing stringent lower limits. According to him, relaxing this requirement would ease the burden on farmers who are already managing harvest losses and logistical challenges. 

Finally, Tummala expressed concerns over the low participation of ginning mills in CCI tenders. He noted that the new “L1 and L2 norms” are making procurement economically unviable for many millers. He urged immediate government intervention to revive the cotton procurement process in Telangana, assuring that state-level data on yields can be made available to support his case.
