Government Withdraws Quality Control Order on Viscose Staple Fibre to Boost Textile Sector

The Indian government has withdrawn the Quality Control Order (QCO) for viscose staple fibre (VSF), providing much-needed relief to textile manufacturers. The decision was officially notified by the Ministry of Chemicals and Fertilizers after months of industry requests highlighting supply challenges and increased raw material costs. With the withdrawal of the QCO, the import and production of VSF will no longer require mandatory BIS certification.

Industry leaders have welcomed the move, stating that it will help ensure smooth and affordable access to VSF, a key raw material used in apparel, nonwoven products, and several textile applications. Manufacturers had earlier raised concerns that the QCO was causing delays in procurement and disrupting their production schedules. Removing the certification requirement is expected to help stabilize supply chains and reduce compliance burden.

This change is also aligned with the government’s broader strategy to boost the textile sector under Vision 2030, which aims to expand India’s global presence in fibre, yarn, and fabric exports. By easing raw material availability and lowering operational hurdles, the government hopes to improve industry competitiveness, especially for MSMEs and export-oriented textile units.

The withdrawal of the VSF QCO comes along with a series of similar rollbacks across other key materials to promote ease of doing business. Textile manufacturers believe this step will enhance production efficiency, support innovation, and help the industry meet rising domestic and global demand more effectively.
