In a significant move, the Central government has revoked the Quality Control Order (QCO) that was previously imposed on key polyester raw materials, including polyester fiber and various types of polyester yarn (such as spun, continuous filament, and partially oriented). This QCO required these specific materials to meet mandatory standards set by the Bureau of Indian Standards (BIS). The official order, dated November 12, 2025, effectively cancels these mandatory quality requirements for a wide range of polyester inputs essential to the textile industry.
The decision to remove the QCO comes as a major relief, addressing a long-standing demand from the entire textile industry, especially the user segments that rely heavily on man-made fiber (MMF) products. Industry leaders, including the heads of the Confederation of Indian textile industry (CITI) and the Southern India Mills Association (SIMA), have welcomed the revocation. They emphasised that this move is a crucial factor that will help stimulate the growth of India's MMF segment, which makes up the majority of non-natural fiber products.
The primary benefit of scrapping the QCO is improved cost competitiveness for Indian textile and apparel goods on the international stage. Previously, these quality checks often complicated and increased the cost of importing raw materials. By removing the QCOs, the industry can now more easily obtain polyester Fiber and yarn at internationally competitive prices. This reduction in raw material costs is expected to make Indian finished textiles and garments more attractive and competitive against products from other global manufacturing hubs.
This move is being seen as a huge confidence booster for the textile and apparel sector, especially when coupled with other recent government incentives, like the Export Package announced on the same day. For an industry that is a major contributor to India's exports and employment, the ease of sourcing materials cheaply and efficiently, along with other supportive measures, will significantly help them achieve their ambitious export targets and strengthen their overall position in the global supply chain.
